Adds "inequities" to the department's mandate to develop a statewide strategic plan for reducing racial and ethnic health disparities, and renames the "health disparities reduction and minority health section" to the "office of equity and minority health."

Requires the health information system to track incidence and prevalence of obstetric violence and obstetric racism, with definitions provided: obstetric racism means a health provider's race-influenced treatment decisions that place a patient's health at risk during the perinatal period; obstetric violence means physical, sexual, emotional, or verbal abuse by a health care professional during the perinatal period.

Establishes a new maternal mortality review team within the department to comprehensively review maternal deaths, facilitate data sharing, and coordinate with national maternal mortality review activities.

Requires the department to study evidence-based policies related to perinatal care in public and private payment systems and malpractice insurance, with results due to the legislature by January 1, 2026.

Mandates the department submit reports to the legislature every 3 years beginning January 1, 2026, identifying preventable causes of maternal mortality and recommending best practices for reducing pregnancy-related deaths and morbidity in clinical settings.
