Adds "midwife" and "midwifery program" to the definitions in the Public Health Code, defining midwives as individuals licensed under part 171 to engage in midwifery practice.

Includes midwives as "designated professionals" eligible for the essential health provider repayment program, allowing them to receive up to $40,000 per year and $300,000 total in loan repayment for agreeing to practice in health resource shortage areas.

Expands the midwifery program to be eligible for the essential health provider repayment program alongside medical, dental, nursing, and physician's assistant programs.

Authorizes the department to cooperate with associations representing midwives and certified nurse midwives, including those operating in freestanding birth centers licensed under article 17, to place these professionals in health resource shortage areas.

Updates the biennial reporting requirements to include an assessment of whether maximum debt repayment amounts are sufficient and whether adjustments are needed to reflect tuition cost changes, now including midwifery programs.
