Permits child care organizations to use superintendent certification in lieu of fire safety and environmental health inspections when temporarily relocating to a school building following a disaster.

Replaces gendered pronouns throughout the statute with gender-neutral language and makes technical corrections to existing regulatory procedures for child care licensing.

Protects audio and video recordings provided to the department by licensees from disclosure under the Freedom of Information Act.
