Beginning June 1, 2025, the Department of Labor must post an annual report on its website listing states and countries from which individuals received licenses under specified skilled trades sections, along with the occupations for which licenses were issued.

The annual report must include all licensing compacts and multijurisdictional agreements involving skilled trades occupations in which Michigan participates, and a list of states and occupations for which Michigan will recognize licenses held in other states if requirements are substantially equivalent.

Beginning June 1, 2025, the Department must review applications from individuals holding valid licenses in other states and submit an annual report to the Senate and House standing committees with jurisdiction over occupational licensing.

The annual report to the legislature must identify any impediments to issuing licenses to out-of-state applicants, specify whether impediments are statutory, and recommend statutory changes or departmental modifications needed to facilitate reciprocal licensing.

The annual report must include recommendations on licensing compacts or multijurisdictional agreements involving skilled trades occupations that Michigan could enter.
