Creates a bridge repair fund in the state treasury to finance rehabilitation or replacement of structurally deficient bridges owned by the state and local road agencies through a bridge bundling program.

Deposits funds into the bridge repair fund from section 695 of the income tax act of 1967 and other sources, with the state treasurer managing investments and crediting interest earnings to the fund.

Prioritizes bridge repairs by National Bridge Inventory (NBI) condition rating, with rating 0 (worst condition) receiving highest priority, followed by ratings 1 through 4 (structurally deficient).

Requires the Department of Transportation to submit biannual progress reports to the legislature and state budget director by October 31, 2025, and April 30 and October 31 each year thereafter, detailing completed repairs, scheduled repairs, and fund expenditures.

Takes effect only if Senate Bill No. 852 of the 102nd Legislature is enacted into law.
