Adds three Michigan state buildings to the list of locations where concealed pistols are prohibited: the Michigan State Capitol Building, the Anderson House Office Building, and the Binsfeld Senate Office Building.

Exempts state legislators (Michigan House and Senate members) who are licensed to carry concealed pistols from the prohibition when serving in their official capacity in these state buildings.

Clarifies that "premises" excludes parking areas, so the concealed pistol restrictions do not apply to vehicles or parking lots at prohibited locations.

Maintains existing exceptions for retired law enforcement officers, security personnel, private investigators, court officers, and peace officers carrying concealed pistols on the premises listed in the statute.

Preserves current penalty structure for violations: civil infraction with $500 fine and 6-month suspension for first offense; misdemeanor with $1,000 fine and license revocation for second offense; felony with up to 4 years imprisonment and/or $5,000 fine for third or subsequent offense.
