Creates a statewide plan to restore American woodcock populations in alignment with the American Woodcock Conservation Plan, developed by the department with input from conservation organizations, government agencies, and interested parties.

Plan must include interim and final habitat and population goals for the entire state and specific regions, state forests, wildlife areas, and game areas; identify habitat treatments and use of federal good neighbor authority on national forest lands.

Plan must provide information on American woodcock habitat needs on private lands and methods to expand habitat and populations, including implementation tools for private landowners.

Initial plan must be submitted to the standing committees of the senate and house of representatives with primary responsibility for natural resources by December 31, 2025.

Department shall review and update the plan every 5 years with stakeholder input and submit biennial progress reports to the legislative committees on July 1 of each odd-numbered year.
