Establishes a productivity credits system for prisoners sentenced on or after January 1, 2026, allowing eligible inmates to earn credits that reduce their minimum and maximum sentences and affect parole eligibility and discharge dates.

Awards 20 days of productivity credits per month for enrollment in department-recommended or educational/vocational programs, and 10-20 days per month for voluntary enrollment in approved programs.

Provides completion bonuses of 90 days for finishing programs without a diploma/degree and 120 days for earning a high school diploma, equivalency certificate, or higher education degree.

Restricts productivity credits eligibility for prisoners with "very high risk" risk assessments, those in higher security housing units, or those found guilty of major misconduct; caps total credits at 20% of the prisoner's minimum sentence.

Excludes prisoners sentenced to life without parole, those convicted of specified violent crimes or sex offenses listed in the sex offenders registration act, and those with commuted sentences unless the commutation order allows credits; takes effect January 1, 2026 contingent on enactment of Senate Bill 864.
