Establishes liability for persons who injure or kill a service animal, whether through intentional, reckless, or negligent conduct.

Authorizes noneconomic damages including mental anguish, fright and shock, and loss of companionship.

Permits economic damages for the service animal's value, equipment damage, care costs (veterinary, transportation, lodging, hospitalization), retraining, and replacement expenses.

Allows punitive damages if the liable person's conduct was intentional or reckless, plus attorney fees and actual costs.

Does not limit other remedies available under existing law; defines "service animal" by reference to Michigan Penal Code section 50a.
