Allows manufacturers of automated technology to operate motor vehicles on streets and highways solely for testing automated technology by displaying a special plate approved by the secretary of state, subject to section 665 requirements.

Permits subcomponent system producers (recognized producers or those under contract with vehicle manufacturers) to operate motor vehicles on streets and highways solely to transport or test vehicle subcomponents by displaying a special plate approved by the secretary of state.

Authorizes the secretary of state to issue temporary civic event license plates for $10.00 per plate to licensed new motor vehicle dealers donating or loaning vehicles for golf tournaments, charity events, or public civic events, with plates restricted to approved event purposes and timeframes.

Maintains existing provisions allowing manufacturers, dealers, and transporters to operate vehicles with special plates for business purposes including testing, delivery, and demonstration, with continued restrictions on unauthorized use and penalties for violations.
