Creates and establishes the low-income energy assistance fund in the state treasury to support eligible low-income customers with energy assistance.

Establishes a low-income energy assistance funding factor (nonbypassable surcharge) starting at a maximum of $1.00 per retail billing meter, increasable to $1.25 effective with this act, then by no more than $0.25 annually, with a cap of $2.00 adjusted annually by Consumer Price Index beginning in 2029.

Requires electric utilities, municipally owned utilities, and cooperative electric utilities to collect the funding factor monthly and remit to the state treasurer, with funds distributed through the Michigan energy assistance program to eligible customers in their geographic areas.

Allows utilities with fewer than 45,000 residential customers to opt out by filing notice with the Public Service Commission by April 1, provided they establish their own energy assistance program with equivalent funding.

Requires annual reporting beginning March 1, 2027 to legislative committees detailing fund distribution by county, assistance awarded, and outreach efforts; enforcement available through civil action by the attorney general or customers of opting-out utilities.
