Establishes the "Relying Parties on Mobile Licenses Act" to regulate how entities accept and use mobile driver licenses, mobile identification cards, and mobile enhanced licenses.

Requires relying parties to request only necessary data elements from mobile licenses, inform holders of data use and retention, and obtain explicit consent before accessing or retaining any data.

Mandates cryptographic authentication of mobile licenses before acceptance and compliance with all applicable privacy laws and regulations.

Prohibits relying parties from requiring possession of the mobile device, requesting consent to search the device, or making mobile license presentation mandatory for transaction completion.

Takes effect only upon enactment of Senate Bills 459, 460, and 461 of the 102nd Legislature.
