Changes apprentice electrician and fire alarm apprentice technician supervision requirement from "direct personal" to "direct, on-site, in-person" supervision.

Modifies the apprentice-to-journeyman ratio from 3 apprentices per 1 journeyman/master electrician to 1 apprentice per 1 journeyman/master electrician, enforced on a jobsite basis.

Establishes joint and several responsibility between electrical contractors and their employed master electricians for compliance with Michigan electrical code and supervision of all electrical wiring operations.

Requires electrical contractors to employ a replacement master electrician within 30 days if the current one ceases employment and mandates written notification to the department of any change in master electricians.

Adds enforcement penalties for apprentice ratio violations: $5,000 for first violation, $10,000 for second violation, and license suspension of not less than 90 days for third violation; fines are paid to the enforcing agency that discovered the violation.
