Authorizes city legislative bodies to create special assessment districts to contract for maintenance or improvement of private roads within the city.

Allows property owners with more than 50% frontage along a private road to petition the city legislative body to initiate maintenance or improvement projects.

Requires proper notice and public hearings before the city creates a special assessment district and assesses properties, with costs spread among property owners on a pro rata frontage basis.

Limits special assessment programs to a maximum of 5 years, after which a new special assessment district must be created if the program is to continue.

Defines "maintenance" according to the definition provided in section 10c of 1951 PA 51 (MCL 247.660c).
