Allows townships with populations between 10,000 and 15,000 located in counties with populations greater than 1,500,000 to acquire, own, or operate public service facilities that provide transportation within or outside their corporate limits.

Permits townships that own or operate public service facilities to charge user fees, including tolls, consumption charges, rents, license fees, and account administration charges.

Requires townships owning or operating public service facilities to implement bridge inspection programs complying with federal standards under 23 USC 144 to be eligible for state and federal funding.

Defines "public service facility" as a bridge, supporting roadways or ramps, and related equipment, buildings, structures, parking areas, and other property necessary for bridge construction, replacement, or maintenance.
