Establishes the "Tenants Right to Organize Act" allowing tenants to form and organize tenant unions to collectively address housing issues and negotiate with landlords.

Grants tenant unions the right to distribute literature, post information, hold meetings in common areas, collect dues, and engage in concerted activities for mutual aid and protection.

Permits tenant organizers to canvass multifamily rental properties, with access rules varying based on whether the property has a written anti-canvassing policy.

Prohibits landlords from interfering with tenant organizing activities, threatening or retaliating against participating tenants, or discriminating through delayed maintenance or other adverse actions.

Establishes enforcement mechanisms allowing the attorney general, tenants, or organizers to sue violating landlords for civil fines up to $1,000 per violation, injunctive relief, and attorney fees.
