Establishes requirements for installation and use of temporary door locking devices or systems in child care centers, including that devices must be portable, capable of being disengaged from inside without tools, and unlockable from outside by trained personnel.

Requires child care center operators to submit floor plans and installation instructions for plan review approval, obtain permits, notify local fire and law enforcement before installation, and provide staff training on device operation.

Requires operators of existing temporary locking devices installed before this act's effective date to submit documentation within one year, obtain permits, and comply with inspection requirements to receive enforcing agency approval.

Exempts child care center operators from requirement to provide construction documents sealed and signed by licensed architects or professional engineers when installing or obtaining approval for temporary locking devices.

Takes effect only if Senate Bills 907 and 908 of the 102nd Legislature are also enacted into law.
