Expands the definition of "child" from "under 18 years of age" to "who is less than 18 years of age" and adds "youth program" definition as an event or activity designed for minors supervised by an employee or volunteer not in presence of parents or legal guardians.

Modifies "confirmed serious abuse or neglect" to include sexual abuse as a category and adds manslaughter and death of a child to murder and attempted murder in the definition.

Changes language throughout from "must" to "shall" for department obligations regarding maintenance of electronic case management systems, central registry classification, and notification procedures.

Adds requirement that courts entering convictions for specified offenses (section 136b, chapter LXXVI, section 145c crimes, and child death cases) request classification as central registry cases, with individuals able to request removal after 10 years by demonstrating the presumption of risk is unreasonable.

Updates terminology from "person" to "individual" in multiple sections and adds requirement for central registry searches in addition to clearance checks for foster care, child care, and camp services licensing and employment decisions.
