Expands mediation process to include individuals permitted to file petitions for assisted outpatient treatment under section 434, in addition to recipients and their representatives.

Requires community mental health services programs and providers to participate in mediation if requested and to notify recipients of mediation rights at service initiation, annually, and when other dispute resolution processes are requested.

Establishes that mediation must begin within 10 business days of request and be completed within 30 days, extendable to 60 days maximum, with binding written agreements prepared if disputes are resolved.

Requires the state department to fund and contract with mediation organizations experienced in statewide case intake and local community dispute resolution services, with mediators trained in mediation techniques and behavioral health laws and regulations.

Clarifies hospital examination procedures by replacing gender-specific pronouns with gender-neutral language and specifying that preadmission screening units shall conduct examinations within 2 hours of individual arrival.
