Expands who may execute clinical certificates for involuntary mental health treatment petitions from psychiatrists only to include physicians, psychologists, and qualified health professionals.

Requires non-psychiatrist clinicians who execute a clinical certificate to discuss their findings and treatment plan with a psychiatrist during or immediately after examination, with an exception for physicians who are psychiatrists.

Defines "qualified health professional" as a psychiatric nurse practitioner acting under psychiatrist delegation or a physician's assistant acting under a practice agreement with a psychiatrist.

Allows individuals 18 years of age or older to file petitions for continuing involuntary mental health treatment orders in addition to hospital directors and supervising professionals.

Changes mandatory language ("shall") to "must" throughout the section and clarifies procedures for petitions filed at least 14 days before expiration of treatment orders.
