Creates a Mandated Review Commission within the legislative council composed of legislators, state officials, and representatives from health insurers, hospitals, doctors, employers, and pharmacists to review proposed health insurance mandate bills.

Requires the commission to review any bill mandating health insurance coverage and analyze social impact, financial impact, medical efficacy, and effects of balancing these considerations within 90 days (extensible to 135 days).

Mandates the commission submit findings and recommendations in writing to bill sponsors and committee chairs, with provisions allowing urgent bills to proceed without the commission report if the committee chair and legislative leadership agree.

Directs the commission to evaluate existing health insurance mandates within 2 years and make recommendations on decision-making criteria for reducing mandates or coverage extent, comparing Michigan's mandates to similar states.

Sunsets the commission 3 years after the effective date; prohibits assessing health insurers and health maintenance organizations for compliance costs.
