Requires insurers to file notice of worker's compensation policy issuance with the director within 30 days of the policy's effective date.

Permits insurers or the Compensation Advisory Organization of Michigan to submit notices of issuance, termination, or employer name change in writing or through agency-approved electronic filing systems.

Prohibits the agency or third parties from charging fees for the use of agency-approved electronic record layout and transaction standards.

Directs the director to promulgate rules establishing a filing fee structure for notices and a system for collecting those fees.

Exempts policy renewals from notice requirements and requires insurers refusing coverage to document their refusal in writing.
