Amends the health and safety fund distribution requirements under 1987 PA 264, specifically modifying Section 5 (MCL 141.475)

Maintains existing requirement that one-fourth of collections from the health and safety fund be distributed to the Medicaid program

Allocates $16,000,000 annually from deposited funds for county obligations including emergency municipal loans, fiscal stabilization bonds, and court system financing, distributed on a per capita basis to eligible counties

Directs remaining funds to counties that have never received emergency municipal loans, with 12/17 of distributions going to local health departments for public health prevention programs and 5/17 for jail/juvenile facility operations and court operations

Effective date: Sine Die (91 days after final adjournment of the 2024 Regular Session); approved by the Governor on October 8, 2024
