Establishes the compulsive gaming prevention fund within the Department of Treasury to receive deposits from gaming-related revenue sources.

Fund receives money from the state services fee fund, a minimum of 10% of the state lottery advertising budget (capped at $2,000,000), 1/15 of 1% of gross wagers from licensed racetracks, and appropriations from internet gaming and internet sports betting funds.

Allocates up to $1,040,500 annually to the domestic and sexual violence prevention and treatment board, with remaining funds distributed by the Department of Health and Human Services for treatment, prevention, education, research, and evaluation of pathological gambling.

Requires the state treasurer to invest the fund and credit all interest and earnings back to it, with any remaining balance at fiscal year-end staying in the fund rather than lapsing to the general fund.

Authorizes the Department of Health and Human Services to establish fees for treatment of pathological gambling addictions.
