Prohibits court reporters, court recorders, stenomask reporters, and court reporting firm owners from entering into financial relationships that compromise impartiality or create appearance of compromised impartiality.

Requires all parties to be informed on the record at every deposition of fees charged for original transcripts, copies, and other court reporting services under blanket contracts, with exception for government contracts.

Limits incentives to attorneys, clients, and their representatives to nominal items not exceeding $25.00 per transaction or $100.00 annually per recipient.

Caps copy transcript fees at no more than 2/3 the price of an original transcript, exhibit, or other attachment.

Prohibits processing or shipping fees for electronically transmitted copies and prohibits additional fees for remote/online formats or unspecified costs to parties not responsible for scheduling the deposition without written consent.
