Prohibits manufacturing, selling, offering for sale, or possessing a bump stock device.

Defines a bump stock as a device allowing a semiautomatic firearm to fire more than one shot per trigger pull by using recoil energy to reset the trigger.

Makes violation of the bump stock prohibition a felony punishable by imprisonment for not more than 5 years, a fine of not more than $2,500, or both.

Exempts federal government contractors, persons licensed by the U.S. Secretary of the Treasury, and self-defense spray/foam devices from the weapons prohibitions.

Expands the definition of "muffler" and "silencer" to include parts designed or intended for assembling or fabricating these devices.
