Transfers source code escrow requirements from the Secretary of State to county clerks, who must maintain source code copies and may release them upon request by state legislators or local officials for verification purposes.

Allows county clerks to provide source code to special masters appointed in court actions where vote tabulation is disputed, with special masters required to report findings to the court, Secretary of State, and Board of State Canvassers.

Prohibits the Board of State Canvassers from approving any electronic voting system acquired after the effective date if any components were manufactured outside the United States.
