Adds congenital cytomegalovirus (cCMV) to the list of conditions requiring mandatory newborn screening, effective March 1, 2026.

Requires testing via blood spot, saliva, urine specimen, or diagnostically equivalent method as determined by the department.

Mandates reporting of positive cCMV test results to the department and to the infant's parents, guardian, or person in loco parentis.

Requires the department to develop and implement a public education program on CMV and cCMV for pregnant women, including information on transmission, birth defects, diagnosis, and preventative measures.

Directs the department to distribute CMV/cCMV education information to child care programs, school nurses, health educators, and healthcare providers serving pregnant women and infants.
