Amends pawnbroker recordkeeping requirements in Michigan to require transaction records to include a writing requesting pawners to list their race according to the Race and Ethnicity Data Collection Act.

Changes pawnbroker record transmission deadline from "within 48 hours" to "not more than 48 hours" after property is received, and modifies form requirements to specify records must be 8-1/2 by 11 inches and meet defined specifications.

Updates statutory language by replacing "shall" with "must" in relevant sections of the pawnbroker regulations.

Takes effect only if Senate Bill No. 958 of the 102nd Legislature is enacted into law (tied bill provision).
