Creates a new registration system for minors and employers, managed by the Department of Labor and Economic Opportunity, to replace school-based work permit issuance effective 18 months after enactment.

Requires minors seeking employment to register with the department and employers to submit information about the minor and work site; department must determine compliance with youth employment laws within 5 days of registration.

Establishes a publicly accessible database of authorized employers who may employ minors, with employers able to request public listing of their name and address.

Reduces maximum work hours for minors under 16 during school weeks from 48 to 18 hours, limits employment to 3 hours per day (previously 10 hours), and requires employment between 7 a.m. to 7 p.m. during Labor Day through May 31.

Restricts the director's ability to grant deviations from employment standards by prohibiting any deviation that permits employment between 12 a.m. and 5 a.m. or in hazardous occupations; requires parental consent within 5 days to authorize any deviation.
