Establishes the "Immigration and Customs Enforcement Support Act" requiring Michigan law enforcement agencies to create either a jail enforcement model or warrant service officer program (or both) to assist federal Immigration and Customs Enforcement (ICE) in enforcing immigration laws within their jurisdiction.

Mandates law enforcement agencies enter into a written agreement with the Department of Homeland Security under section 287(g) of the Immigration and Nationality Act before operating either program, with designated officers receiving ICE-certified training within 30 days of signing the agreement.

Requires law enforcement officers to verify citizenship or immigration status before releasing any arrested individual, and to immediately transfer individuals not legally present in the United States who have been convicted or assessed fines to ICE or Customs and Border Protection custody upon discharge or fine payment.

Obligates law enforcement to participate in transporting individuals not legally present in the United States to federal facilities or transfer points outside their jurisdiction.

Ties effectiveness to enactment of Senate Bill No. 969 of the 102nd Legislature; funding for programs must come from the immigration and customs enforcement support fund.
