Creates the immigration and customs enforcement support fund within the state treasury, administered by the department of treasury, with money remaining in the fund at fiscal year-end rather than lapsing to the general fund.

Allows the fund to be used for implementation and enforcement of the immigration and customs enforcement support act, including administrative costs.

Requires the department to post grant application instructions on a public website by December 31, 2024, with law enforcement agencies able to apply annually by March 15 and awards made by May 1.

Establishes a tiered grant distribution system: first funding training for 3 law enforcement officers per agency to participate in enforcement programs, then proportional grants for additional officers, and finally optional incentive grants of up to $15,000 per officer.

Takes effect only if Senate Bill No. 968 of the 102nd Legislature is also enacted into law.
