Requires the Department of Human Services to create a low-income water residential affordability program task force within 30 days of the bill's effective date.

Task force shall include representatives from water providers of varying sizes (under 3,300 population, 3,300-10,000 population, and over 10,000 population), consumer advocacy groups, community action agencies, municipal governments, and environmental groups.

Task force must develop guidance for the affordability program within 9 months (to be implemented within 18 months), create educational outreach materials, identify additional funding sources, and explore expansion to more provider types.

Department of Human Services shall collaborate with the Department of Treasury to distribute funding to providers for discounted water/sewerage bills and plumbing repairs, with Treasury setting aside specific funds for repair costs.

Bill takes effect only if Senate Bills 549, 550, and 551 of the 102nd Legislature are also enacted into law.
