Creates new offense for persons acting under color of law who willfully deprive individuals of constitutional rights, state rights, or legal protections, punishable as a misdemeanor by up to 1 year imprisonment and/or $1,000 fine

Elevates offense to felony punishable by up to 10 years imprisonment and/or $5,000 fine if violation causes bodily injury or involves use, attempted use, or threatened use of dangerous weapon, explosives, or fire

Establishes most severe felony charge with life imprisonment or any term of years and/or $50,000 fine if violation causes death or includes kidnapping, criminal sexual conduct, or murder

Takes effect 90 days after enactment
