Senate Bill 990 Summary

• Amends MCL 777.16g to add two new felony offenses to Michigan's sentencing guidelines: deprivation of rights causing bodily injury or involving dangerous weapon/explosive/fire (Class D, 10-year maximum) and deprivation of rights causing death or involving acts amounting to certain crimes (Class A, life sentence).

• Adds offenses under MCL 750.147d(2) and 750.147d(3) to the sentencing guidelines table for crimes involving deprivation of constitutional or legal rights.

• Specifies that for violations of MCL 750.145d (using internet or computer to commit crimes), sentencing determination shall be based on the underlying offense category, offense variable level, and prior record variable level.

• Takes effect 90 days after enactment, contingent upon Senate Bill 989 of the 102nd Legislature also being enacted into law.
