Requires owners of electric vehicle parking spaces to install compliant signs at their own expense that include reservation information, time restrictions, and maximum civil fines for violations.

Applies only to electric vehicle parking spaces available for public use and allows local authorities to adopt additional consistent regulations.

Classifies violations as civil infractions and amends Section 675c to include electric vehicle parking violations in the vehicle code's parking violation enforcement provisions.
