Increases general fund appropriations for fiscal year 2024-2025 education spending from $78,830,600.00 to $380,330,600.00, a $301.5 million increase for school safety and student mental health programs.

Allocates $303,000,000.00 in general fund money (up from $1,500,000.00) for fiscal year 2024-2025 to districts, intermediate districts, nonpublic schools, and Michigan Schools for the Deaf and Blind for mental health and safety initiatives.

Expands eligible uses of funding to include mental health services (school psychologists, counselors, screening tools, behavioral health platforms), safety infrastructure (cameras, hardened vestibules, firearm detection software), staff training (threat assessment, crisis communication), school resource officers, and emergency response systems.

Adds flexibility for funding allocation by allowing use of state school aid fund or general fund money (or both) and permits districts to expend funds through the end of the fiscal year immediately following the year received.

Provides $18,000,000.00 cap on general fund payments to nonpublic schools and requires recipients to submit final expense reports by June 1 each year, with sanctions for misuse.
