Prohibits child care organizations from passing the actual cost of criminal background checks to employees or applicants, changing the law from "may" to "shall not" pass along fees.

Requires child care organizations to perform criminal history background checks using the Michigan State Police ICHAT or equivalent check before making conditional employment offers.

Prohibits child care organizations from employing individuals convicted of listed offenses and requires termination of current employees who are subsequently convicted of such offenses.

Requires the Department of State Police to charge the Department only the actual and reasonable cost for criminal history checks, with those fees prohibited from being passed to fingerprinted individuals.

Changes gender-specific language throughout ("his or her") to gender-neutral language ("the individual" or "individual's") in background check procedures and redetermination processes.
