Authorizes the Secretary of State to establish and operate an electronic system for transferring watercraft ownership interests between private parties (non-dealers) as an alternative to paper certificate of title transfers.

Requires private parties using the electronic watercraft transfer system to comply with departmental requirements and provide necessary information as determined by the department.

Authorizes the Department of State to establish and operate an electronic system for transferring off-road vehicle (ORV) ownership interests between private parties (non-dealers) through electronic transfer.

Allows the department to enter into contracts to establish, implement, and operate both electronic systems with requirements protecting proprietary information and other information protected under the Natural Resources and Environmental Protection Act.

Applies the same electronic transfer provisions to ORVs as to watercrafts, requiring private parties to comply with departmental requirements and provide required information.
