Replace mandatory language "shall" with "must" throughout the statute governing bond issuance and fund distribution for transportation projects under the Transportation Economic Development Fund.

Modify population threshold in congestion reduction funding formula from 650,001 to 700,000 and from 400,000 to 699,999 for distribution of 25% of remaining fund balance to counties with populations exceeding 400,000.

Clarify that the state transportation commission shall allocate funds distributed to regional rural task force areas under the 25% rural counties provision, rather than having funds be allocated without explicit designation of responsibility.

Maintain existing fund distribution structure: $5,000,000 annually for forest roads programs, $2,500,000 for improvements in rural counties, and remaining balance allocated 50% for economic development projects, 25% for urban congestion reduction, and 25% for rural county projects.
