Increases general fund appropriation for fiscal year 2024-2025 from $78,830,600.00 to $380,330,600.00, a supplemental increase of $301.5 million for K-12 education.

Allocates $303,000,000.00 from general fund (increased from $1,500,000.00) for student mental health and school safety programs for districts, intermediate districts, nonpublic schools, and Michigan Schools for the Deaf and Blind that opt in.

Permits funding use for mental health services (school psychologists, counselors, screening tools, behavioral health platforms), school safety infrastructure (cameras, door blocks, firearms detection software, school resource officers), and staff training on threat assessment and crisis response.

Requires recipients to submit final expense reports by June 1 and implement a cell phone policy by December 31, 2024, or reimburse the state for funds received.

Takes effect October 1, 2024; caps nonpublic school funding at $18,000,000.00 of the general fund allocation.
