Requires licensing of adult day-care facilities that provide care for part of a day (less than 24 hours) to cognitively impaired individuals 18 years or older, effective 12 months after department promulgates implementing rules.

Establishes licensing fees of $120.00 for application processing and $100.00 annual facility license fee, with fees non-refundable if application is denied or license is revoked.

Grants initial licenses within 6 months of completed application submission; if department fails to grant or deny within required timeframe, must refund license fee and reduce next application fee by 15%.

Authorizes department to deny, limit, suspend, or revoke licenses for fraud, violations of act, false advertising, negligence, abuse evidence, or other grounds, with notice and hearing required at least 30 days before action.

Establishes misdemeanor penalties of up to $200.00 per day for violations of the act or its rules; bill takes effect only if Senate Bills 1025 and 1027 are also enacted.
