Removes telephone solicitation from the definition of "home solicitation sale," eliminating regulatory provisions that previously governed telephone-based sales solicitations.

Repeals sections 1a through 1e of the Home Solicitation Sales Act, which previously regulated do-not-call lists, automatic dialing devices, and telephone solicitor requirements.

Revises and reorganizes definitions in the Home Solicitation Sales Act, including updating references to the Insurance Code of 1956 and the Occupational Code, and adding definitions for "business day," "commission," and "person."

Maintains existing consumer protections for in-person and written home solicitation sales, including the 3-business-day cancellation right and required written agreements with specific notice language.

Takes effect only upon enactment of Senate Bill No. 1037 of the 102nd Legislature.
