SB 1042 - Health: Radiation Machines for Mammography

• Amends the Public Health Code to simplify mammography regulations by eliminating specific "mammography authorization" requirements and consolidating oversight under general radiation machine registration rules.

• Revises the definition of "mammography" to include both traditional radiography of the breast and interventional mammography procedures.

• Updates registration fees for radiation machines, increasing the first veterinary or dental x-ray fee from $104.88 to $108.45 annually and additional tubes from $58.19 to $60.17, while nonveterinary/nondental machines increase from $174.88 to $180.83 annually.

• Increases inspection fees from $233.23 to $241.26 per radiation machine and follow-up inspection fees from $233.23 to $241.26 for noncompliance, with annual adjustments based on Detroit Consumer Price Index.

• Requires the department to incorporate mammography quality standards from the federal Mammography Quality Standards Act of 1992 by reference and establish minimum training and performance standards through rulemaking, while repealing sections 13524 and 13531 that previously addressed specific mammography interpreter requirements.
