Replaces references to "clergyman or magistrate" with "person authorized to officiate a marriage under section 7 of 1846 RS 83, MCL 551.7" throughout marriage licensing and performance provisions.

Requires all parties intending to marry to obtain a marriage license from the county clerk and deliver it to the authorized person before marriage can be performed.

Updates marriage certificate documentation requirements to include the officiant's name, title, address, and signature, with all information to be typewritten or legibly printed.

Increases the penalty for violating marriage license requirements from $100 to $500.00, or 90 days imprisonment in county jail in default of payment.

Ties the effective date of this act to the enactment of Senate Bill No. 1044 of the 102nd Legislature.
