Expands the state recipient rights advisory committee from 12 to 15 members by adding mandatory representatives from Disability Rights Michigan, Mental Health Association in Michigan, and Arc Michigan

Prohibits individuals employed by or part of the department's executive office from serving on the state recipient rights advisory committee, with current members required to be replaced within 30 days of the effective date

Requires at least 1/3 of the 12 appointed members to be primary consumers or family members, with at least 2 being primary consumers

Makes technical corrections to section 100d definitions including changes to "state recipient rights advisory committee" language and pronoun usage ("he or she" changed to "the individual")

Updates statutory references and modernizes language throughout, including changing "shall" to "must" in relevant provisions
