Imposes a 5-year moratorium on issuing new hazardous waste treatment, storage, or disposal facility operating licenses and prohibits expansions of existing facilities until the first updated state hazardous and radioactive waste management plan is adopted and implemented.

Establishes capacity limits for hazardous and radioactive waste facilities at 1/5 of the maximum licensed capacity specified in the state management plan, and prohibits new facilities or expansions in locations with existing or former hazardous waste facilities, within 50 miles of operating facilities, or in overburdened communities based on population density, poverty levels, and environmental justice screening.

Prohibits construction of new Class I and Class IV injection wells used for hazardous or radioactive waste disposal, with limited exceptions for Class IV wells and non-hazardous Class I wells that receive no payment for disposal.

Requires operators of Class I, Class III, and test wells to maintain financial responsibility including surety bonds, cash accounts, or certificates of deposit ($1-5 million for Class I wells; $250,000-$2.5 million for Class III wells) and environmental pollution insurance ($2.5-5 million per occurrence) to cover well plugging, reclamation, and contamination remediation.

Bans disposal of technologically enhanced naturally occurring radioactive material (TENORM) and uranium ore processing residue in landfills, with grandfathering of existing authorizations issued before the moratorium effective date.
