Amends the Social Welfare Act to add perinatal and gynecological services as covered medical services under Michigan's Medicaid program, contingent on federal approval from the U.S. Department of Health and Human Services.

Requires these services be provided by licensed, registered, or authorized professionals including physicians, certified nurse-midwives, or licensed midwives in hospitals, medical facilities, freestanding birth centers, midwifery care facilities, or home settings.

Mandates the department pay equal rates to all qualified perinatal and gynecological professionals for the same services and implement reimbursement methods that promote high-quality, cost-effective, evidence-based care and prevent risk in subsequent pregnancies.

Requires the department to monitor and track contracted health plans for compliance with these requirements and consider compliance in health plan incentive programs.

Takes effect only if House Bill No. 5636 is enacted into law.
