Replaces the vague standard prohibiting "offensive to good taste and decency" on special organization plates with specific prohibited configurations including profane, obscene, sexually explicit, excretory-related, or graphic content.

Prohibits special organization plate configurations that describe alcohol use, drug culture, illegal activities, or that disparage or promote hate or violence against any business, group, or persons.

Prohibits foreign words substantially similar to any of the newly enumerated prohibited configurations and configurations that substantially interfere with plate identification for law enforcement purposes.

Updates statutory language throughout the section by replacing "shall" with "must" and modernizing pronoun usage (e.g., "his or her" to "the applicant's").

Eliminates subsection (8) which provided that the section applies to organizations under section 811c only to the extent provided by that section; bill takes effect only if Senate Bill No. 1060 is enacted.
