Renames the "state child abuse and neglect prevention board" to the "children trust Michigan board" throughout the act.

Moves the board from the department of management and budget to the department of health and human services as an autonomous agency.

Authorizes the state board to partner with nonprofit organizations and other fundraising entities to support its mission of preventing child abuse and neglect.

Replaces references to "local councils" with "prevention partners" and updates the criteria for organizations receiving trust fund grants, including requirements for matching funds and collaboration with community resources.

Changes the audit responsibility from the auditor general to the department of health and human services bureau of audit, conducting reviews every 3 years beginning with the effective date of the amendatory act.
